Members of the Government: The Council and the Court
The Council: The KM Council is made up of three groups: Representatives, Chairmen, and Directors. 25% of the Council is made up of Representatives. The Representatives are enlisted members who apply and are voted onto the council. Chairmen are any officer that wishes to be on the council. All Directors (except for Internal Affairs) MUST serve on the council.
The council is lead by the Senior Chairman, who is voted into his position by the chairmen and directors (representatives are not allowed to vote for the Senior Chairman.)
When an issue is presented to the council, councilmen vote on the issue. Each class gets a certain count in the voting.

~Chairmen get 2 counts
~Representatives get 1 count
~The Senior Chairman gets 6 counts
The Court: The KM Court is the secondary branch of the Government. When voting on an Issue, it is the job of the Court to to determine if the Issue is harmful to the clan or not. If the Issue is considered harmful, then the court will vote against it.
When voting on an issue, each Court Official's vote counts as One Count and the Director's vote counts as Two Counts.

Issues
Issues are decisions made by the Council. Examples include commissioning a new Clan Map to be built, or a new Senior Chairman to be voted into his position.
For an issue to be passed, it must first be drafted. Whoever drafts the issue presents it to the council.

- The council votes first on if the issue is relevant enough to be decided. This requires 50% of all counts.
- After the issue is deemed relevant, it will be voted by the council. The issue must have a majority of counts to be passed.
- After the council votes to pass it, either the Senior Chairman or a majority of the Directors may veto the issue. If the council votes 3/4 for the issue, then the issue cannot be vetoed.
Issue Draft
Here, any Councilman can submit an issue to the Council. The Council will vote on this issue during the council meeting. Enter your GT, Rank, Security Code, the name of the Issue, and its description.

Current Issues
Recruit Reputation Act: If a recruit's enlistment form lists five or more previous clans, the leaders of these clans may be contacted and questioned on the recruit's reputation. If the recruit's behavior and demeanor are acceptable and do not raise caution, the clan leaders may not be contacted. Recruits that were previous Kriegsmarine members may also not be questioned.
The Council and the Military
When Military Action is proposed to the council, special principles are enacted. Military Action is classified as "Any use of the Military in an act against an enemy faction."
A third form of military action in the council is Martial Law. This can only be enacted by a majority vote among the directors. When Martial Law is enacted, the Directors do the following:
~Set a specific time frame for Martial Law to exist. Once the time has been passed, Martial Law will be suspended unless the date is extended.
~Select an Emperor. This may sound imperialist, but someone with a clear mind must take office as Leader of the Clan. Since Martial Law is only enacted during the most desperate times, all bureaucracy, such as fair trial and the Council, are suspended.
- The Council does not vote on the relevance of the Issue
- The Director of the Military's vote counts as Six Counts
- The Issue does not go through the Court
- A rebellion is taking place, where more than 6 people are taking place in it (if the state of emergency is passed for this reason, the rebellion is re-classified as a Civil War.)
- A Raid has taken place within the Kriegsmarine
- A war against a Class I clan is taking place

The Council and Foreign Affairs
When an Issue involving a foreign clan is proposed, special principles are enacted.
NOTE: War games are not classified as Military Action.
- If the foreign clan has an Ambassador, he is allowed to participate in the voting. His vote counts as Two Counts.
- The Kriegsmarine Ambassador or the Director of Foreign Affairs is allowed to vote on the issue. His vote counts as Three Counts.

NOTE: War games are not classified as Military Action.
Rules of the Council
The Council is a place of honor and respect. You are to respect anyone who is speaking. If you would like to comment on the issue, you must ask the Senior Chairman for permission.
The Council holds meeting every Friday at 9:00 PM Eastern Standard Time. If the Senior Chairman is absent, the council votes on an Acting-Senior Chairman. He is given 3 counts in voting. If the Senior Chairman is absent and there are no Officers present, then the Meeting will not be held. |
